The NOTE file in the top directory says:

LAMS-TeX (including the programs dvipaste and index) has been 
released as public domain software for inclusion in public archives 
by Michael Spivak of TeXplorators.

Not sure about this part of the license though; maybe ask on -legal.
Nothing in the DFSG appears to talk about this, except possibly in
point 1, and it's not clear that this applies here.
