I think you're misunderstanding Strunk and White.  The first comma is
setting off the adverbial phrase "In all cases," which is one of those
things you can do or not depending on how much you want to separate it
from the sentence and cue a reader's pause.  There's no second valid
place to put a comma in that sentence.
