This is not true at all.
It is allowed to distribute unmodified qmail source. DJB requires the
Archives to have a given Checksum. Different Packages will have to be
certified by Dan (not sure how complicated this is, and if anybody has
tried).

This is not True.
A Disk-Image Generating System (which generates firewalls from a given
Debian System) can of course install qmail on that Firewall, too.
