What about them now? Some users are sticking to low ascii, other are using utf-8, and other use something else.
The ServerDefaultCharset CAPS setting would be only a tool for the administrator to change the global trend.
That's no silver bullet, and I am aware of this, but it's still an evolution that would allow for 'legal' utf-8 in the gopherspace (which is already de facto used by many), without making a revolution at the same time.
