data loss, or introduces a security hole allowing access to the
accounts of users who use the package.

Hardly a "grave" bug in apt when you can't install a single package.

This package installs fine on a regular debian/sarge system.

It looks like you are runing a mixed debian/ubuntu system (or at least
installed some packages from one system to the other or cross-upgraded
from one to the other). This is not supported and can result in
problems like you have now. You may try to use tools like
apt-show-versions (or synaptics Status/Installed (local or obsolete))
to find out what packages cause trouble.
It's not a apt problem/bug.
