Sometimes I would like to install packages on a machine where apt is not
available
(because it is behind a firewall etc.). The easiest solution would be to
download the
package to a machine thas apt, then copy it to the apt-less machine, and
install it.
However, I can't use 'apt-get -d install <package name>', because this
will not do
anything if the package is already installed.
I suggest adding a new option, for example, '--force-download', which
will download
packages even if they are already installed.

Try --reinstall and read the APT offline usage guide too.
