Download-only is sort of a 'no act' mode of operation, it goes through
exactly the same motions as it normally would except that it doesn't do
the final install step. Thus it makes sense that it shows the packages
that would need to be removed if that new package is installed.
Put another way, someone else might come along and ask for -d to show
packages to remove so they could evaluate if they want to actually
download it in the first place :>
