Taking the source from:
https://code.google.com/archive/p/java-diff-utils/source/default/source
the packaging was fairly simple and if noone has already done it I can
finalize it and upload to mentors and change this to ITP at the same time.

Please let me know if I have mistaken and that link was not the source
for this package.
