It is not advised to run a public service on a dynamic IP address, but
it can be done. Who today is using the IP address named in the
certificate, if the certificate request was even accepted? There's no
way to tell if an IP address is static or dynamic. My home network uses
DHCP, with statically assigned addresses for some hosts. Other
addresses in the network, in the same broadcast domain, are dynamic.
