If you want to see journal messages from shutdown, you need to make sure they are recorded in permanent storage.  By default, the journal is recorded in /run/log/journal .  /run is a tmpfs filesystem and disappears on reboot.  To make it use permanent storage, you need to (as root) do:

    mkdir /var/log/journal

and reboot.  Systemd will pick up the new directory and use it from then on.
