I believe the dot is necessary, unless you specifically tell bash were
to look for it.
As for joe, I do not know. However you might start with
/usr/share/doc/joe/.
Is it colorized in a virtual terminal?
Perhaps you can add an appropriate alias in your ~/.bashrc
