Yes. There are several ftp servers that mirror the publicly accessable
parts of Debian. They are listed in the draft of the installation 
manual, which is accessable via WWW at http://www.debian.org/

For the US, these include (from memory; transatlantic links seems to
be down) tsx-11.mit.edu and sunsite.unc.edu; for europe ftp.nl.net
and ftp.leidenuniv.nl
