The copyright is unclear to me, because all of the documentation is
written in Japanese, which I don't understand.  I'm trying to get a
clarification.

The Files are Copyright (c) by Masaru Oki.

und rar ist shareware (nach 40 Tagen muss man bezahlen).

Ach und lies mal /usr/doc/unzip/copyright. Man kann nicht direkt von 
public domain sprechen ;-)
