Bug#872012: [tex-common] Installing fails due to fmtutil failure

> export LANG=C
> in the chroot. luatex dies when LANG is unset.
To be more specific:
* debootstrap does not install and generate any locales
* you probably have some LANG setting in your parent
environment
* when you chroot into it, the LANG setting remains,
but there is not locale defined in the chroot for that,
thus calls to setlocale (3) fail.
