I cannot reproduce this here using texlive-latex-extra 2007-3 on etch: 

ralf@skye:~$ ls /usr/share/texmf-texlive/doc/latex/cd/
CD.dvi  CDList.tex  cd.pdf  CD.tex  example.dat  README
ralf@skye:~$ ls /usr/share/doc/texlive-latex-extra/latex/cd/
CD.dvi  CDList.tex  cd.pdf  CD.tex  example.dat  README

[The first directory is where texdoc looks, the second is where the
actual files are located.]

Here cd.pdf is found via 'texdoc cd'.
