I'm not sure that fmtutil is the method of choice here - remember that
whizzytex users dump a format for each file they edit. In fact it
should be doable - by providing a one-line-fmtutil.cnf for the current
file. But it's probably simpler to do it with --ini, although doing it
right is still a bit more complicated than the current setup in
whizzytex.
