No, sorry.  It was my mistake that I sent my reply only to you, not to
the list.  Or did you mail directly to me instead of to the list?  I

and also to use everybody's expertise to solve your problem.  Therefore

Everything in your configuration files is okay,

dpkg-reconfigure tetex-bin

should do the trick.  In the other hand, this means that it should not
have given an error in the first place.  We should check a little more
closely.  Can you please send the output of

ls -l /var/lib/texmf/web2c/*fmt
kpsewhich latex.fmt
kpsewhich --show-path fmt
