The way I understand the policy one *has* to put a 'fonts.scale' file
named <pkg-name>.scale into /etc/X11/fonts/Type1/.

The primary intent of this script is different. It builds a 'almost
leagal' debian package from an existing TEXMF tree with fonts and tries
to do some integration of the fonts with the rest of the system.
However, automatic X11/defoma integration brings you only so far. In
many cases manual changes are advisable.
