I've forwarded that bug to upstream. We've got a first response. The
most important answer: These fonts are in reality included as subset.
You'll notice that the ttf is much bigger than the resulting pdf
file. I can't check this, but if you add another letter to you
document, which is not yet contained the pdf will still grow in size.
The bug was forwarded to ntg-pdftex <at> ntg.nl and I guess this is a
bug in pdftex, cause is does subsetting but does not declare this
correctly in the pdf file.
