This is actually a debconf bug, reported e.g. as
http://bugs.debian.org/247849
The reason is probably an overfull /var partition, or a corrupt
filesystem. The fix for the symptom (but not for the /var
crowdedness...) is to run
/usr/share/debconf/fix_db.pl
Since this gets reported quite often, I think we should leave this one
open and assigned to tetex-extra for reference.
