Thank you for all your help. I discovered that I can simply create a
file /etc/texmf/updmap.d/tipa.cfg with the single line
MixedMap tipa.map
and rerun update-updmap and updmap. Then, pdflatex seems able to find
even outline fonts for tipa, which I prefer.
On one hand, pdflatex probably shouldn't ever generate corrupt PDF
files, and pdffonts should be able to handle any valid PDF file, so one
of them should be changed. On the other (more immediate) hand, it seems
that the tipa package should ship with a file in updmap.d. Should I
file a separate bug for tipa, or reassign this one?
