Sorry, but by fixing #195604 and #195621 in this way you've broken
installation of tetex when DEBCONF_FRONTEND=noninteractive, i.e. on
the buildds.  This is consequently breaking builds of packages that
use jadetex (and presumably anything else that needs update-fmtutil or
similar run) and is (or will soon be) responsible for making them
unreleasable.

We need to work around this in some way, if you can't fix it to the
satisifaction of the /etc-is-my-sanctuary fascists we at least need to
find some way to get these source packages building again; I don't
even care if it's a cheap hack like an env var or a file flag to say
"I don't care what you overwrite as long as jadetex installs".. just
as long as it's fixed sooner rather than later...

[P.S. I may be missing something obvious here, the tetex stuff is
      scary vodoo for me and I don't claim to even begin to understand
      it properly. If so, I apologize.]
