Bug#69603: tetex-bin: Build-Depends is underpopulated

The Build-Depends line in the tetex-bin source package is missing
flex, without which, the build dies.
The Build-Depends also line specifies libz1-dev, which doesn't
exist (in potato or woody). The current package is zlib1g-dev.
There's also no libpng-dev; apt selects libpng2-dev instead.
Once the packages are built, dpkg-genchanges complains
warning: unknown information field Build-Depends in input data
in package's section of control info file
The Build-Depends line should be moved up to the source section.
Also:
The Suggests line should probably include gs-aladdin as an
alternative to gs. (While not free, gs-aladdin is generally a
step ahead of the GPLed version, so people doing
PostScript-intensive work might prefer to use it.)
Suggests should also include gv or gnome-gv (or some other
PostScript viewing application).
Finally, the cleanup done by the clean target in debian/rules
doesn't get the config.cache file. I had to remove it by hand
after installing the missing packages from the Build-Depends line.
