Dou you guess the reason of this differnce?
At least please tell me the results after (failed) installation;
ls -l /etc/texmf/fmtutil.cnf
ls -l /var/lib/texmf/web2c/fmtutil.cnf
ls -ld /usr/share/texmf/web2c
ls -l /usr/share/texmf/web2c/fmtutil.cnf
and also the result of
kpsewhich --format='web2c files' fmtutil.cnf
