In my case, it was the same thing, but I had specified
XkbdVariant "us"

I thought that "us" couldn't do any harm, can it? Well I had to
uncomment the line completely to fix it. I had to uncomment this line
as otherwise the keyboard was not working it all.

Not completely related but this happened when I updated from lenny to
squeeze. I lost eth0 and my keyboard so after the update nothing
worked anymore. Lost two working days. The eth0 problem was due to
broadcom being loaded after tg3 and the keyboard problem was described
as above.
