If I'm on host andy which can talk to hosts betty and cindy, but betty
and cindy can't talk to each other, and I issue the command:

scp betty:sand cindy:

I get an error message from betty about how it can't talk to cindy.

I'd like a documented option to scp that lets me copy between
betty and cindy without forcing them to talk to each other and
without making intermediate copies (this can be rather unpleasant,
particularly with large recursive copies).

OpenSSH 5.7 added a -3 flag to scp which does this, and OpenSSH 8.7 made
it the default.
