Or like a PROM battery which is nearly empty.

I had similar problems with a U10, which grew worse (after a while, it would get
past the OpenBoot firmware and eventually, it wouldn't even do anything at all
anymore). I could get a second U10 for free and I just replaced the main board
of my U10 with the new main board (after a firmware upgrade). CPU, RAM etc are
still from the original U10 and the machine is now still functioning well.

So, you could also try to replace the PROM chip or the main board.
