Bug#768479: Cannot disable KDE wallet manager

Dear Maintainer,

I open KDE system settings -> account details -> KDE wallet
I uncheck "Enable the KDE wallet subsystem".
I press apply.

An error message is shown
"Sorry, the system security policy didn't allow you to save the changes."

I expect to be able to disable KDE wallet.

KDE wallet should allow disabling per user.

At least it should ask for the sudo password if disabling is only possible
per system.
