I notice that mxDateTime's C API has a version (currently "API2"). When
this changes, python extensions importing it (with
mxDateTime_ImportModuleAndAPI) will fail (without much explanation).

I noticed this with psycopg2 in Ubuntu, where we haven't rebuild
psycopg2 since the API2 transition, and it currently fails to import:

A similar situation in python-ply has been dealt with, by using a
virtual package and a dh_ helper. (#627862)
