Bug#915602: Please upgrade to a newer snapshot/version

I have played around and prepared a new packaging release in the experimental
branch based on the codebase on Oct 2019: 
https://salsa.debian.org/debian/gnulib/tree/experimental

The issue is that newer gnulib requires newer gettext (>= 0.20) to work, which
is not yet available in Debian. Though it's possible to patch the source code
and loosen the version requirement, I haven't really test what will happen.
