This got fixed by the following patch:

https://sources.debian.org/src/hplip/3.19.11+dfsg0-1/debian/patches/0033-Fix-the-PIL.Image-version-check-to-work-with-Pillow-.patch/

It got fixed in 

hplip (3.19.8+dfsg0-2) unstable; urgency=medium

  (…)

  * Fix the PIL.Image version check, to work with  Pillow > 6
