If we have such problem in 1 or 2 documents - this is just bugs of this
documents. But now we have problem in most of Debian documentation. 
It looks like common, global, systematic problem.
We can solve this problem for 1 or 2 or all current documents by sending
bugreports to their authors. But this does not prevent from this bug
in the future.

This was reasons why I reported this bug to the Policy.

I agree with your argue that developer's documentation may not have 
version info because it always corresponds to sid. But I can't understand 
mysterious reason that motivate most authors to do not write Debian version.
I have send question about this reason to author of "Securing Debian Manual"
and wait answer with great interest now :-)
