Explicitly?  No -- none of my packages specify it explicitly.  (I used
the word "toolkit" instead of "dpkg" precisely because I wasn't sure
which tool did the choosing.)

In any case, I did provide a workaround (albeit an ugly one).  And I
still don't like the idea of this being a policy issue.  Although now
I don't like it because it would require modifying a large number of
packages, and won't actually be something you can rely on for quite
some time.  (We still haven't finished the FHS compatibility
transition, let alone started working on compliance.)  And it doesn't
really add *that much* to the system in any case.

My suggestion?  Forward the bug to debhelper, and let Joeyh decide if
he wants to make it an optional feature of debhelper-ized packages.
Otherwise, go with my workaround.
