Bug#721051: RM: libdbd-firebird-perl [s390x] -- ROM; unusable on 64-bit big-endian machines

Please remove libdbd-firebird-perl from sid/s390x. The test failures in version
1.12-1 observed on the buildd show that the package is completely unsuitable
for release. Other (release) architectures pass all the tests (except of hang
on mipsel, but I suspect buildd is to blame, asked for g-b on another buildd).
Similar failures are observed on other 64-bit big-endian architectures.
It has built in the past (once), but haven't run the part of the test suite
that deals with the actual database work. Given the kind of test failures
observed, I think that the current package is completely useless on s390x, and
always was.

I am working on debugging the failures, but this may take time, and the package
would be blocking the perl5.18 transition in the mean time. This is also the
reason for the important severity.
