Actually, it is quite a substantial amount of work for us to forward the bug
reports upstream.

At any rate, I think you can keep your habits of using the Debian Bug
Tracking to keep track of your bug reports. However, if you wish to help us
(we always appreciate volunteer help, BTW), you could manipulate the bugs by
both tagging them "upstream" and forwarding them upstream. The instructions
for doing this are in the BTS web site [1]. In a nutshell, you can do this
by sending a message like this (e.g. for Bug#492224):

=========================================================================
To: bug@octave.org
Cc: 492224-forwarded@bugs.debian.org, 492224@bugs.debian.org,
  control@bugs.debian.org
Reply-To: bug@octave.org, 492224@bugs.debian.org

package octave3.0
tags 492224 upstream
stop

Dear Octave maintainers,

The bug report reproduced below has been filed against the Debian
package and regards the upstream sources. The report is recorded at
http://bugs.debian.org/492224

Thanks,

[Insert here the original bug report]

The magic is done by the mail interface at control@bugs.debian.org.

After the bug appears in the bug@octave.org mailing list, you can note in
the BTS where it appears, by using the bts command (apt-get install
devscripts):

    $ bts forwarded 492224 http://www.cae.wisc.edu/pipermail/bug-octave/2008-July/nnnnnn.html

by replacing nnnnnn.html by the appropriate page name.

This will really, really help us.

Thanks,

Rafael
