I tried pinging to get a response to your questions but it was unsuccessful.

Anyway, I created
https://salsa.debian.org/multimedia-team/fdk-aac-free and am uploading
it to the Debian NEW queue now.

I used git archive and xz to create a orig tarball from the forked git
repo since they haven't tagged the release there.
