Bug#1015163: kodi-data: please provide an equivalent of the example 10-allow-update.pkla for polkit >= 0.106

To be honest, I am not 100% sure this update mechanism is needed for Kodi at all.
I assume pkla rule requires a lot of manual work (install one package, copy pkla, regenerate polkit cache)
only to be able to run "apt update && apt upgrade" from unprivileged user? If that's the case,
unattended-upgrades are more Debian way and I have zero issues with them on all my Debian devices
since 2018.
I think I can safely PR the removal of polkit rule upstream, but first I'd like to hear your opinion on
doing so.--
