Quick shot at bio-vcf but it needs more Ruby knowledge than I have (actually zero)

Hi,

Pjotr Prins gave me a hint to bio-vcf and I tried my luck[1].  I simply
used some random Ruby package as example and drafted the packaging
according to this and somehow a package is generated.  When I install
the resulting package and call the executable I get:

 $ bio-vcf
Traceback (most recent call last):
        2: from /usr/bin/bio-vcf:15:in `<main>'
        1: from /usr/bin/bio-vcf:15:in `new'
/usr/bin/bio-vcf:15:in `initialize': No such file or directory @ rb_sysopen - /usr/VERSION (Errno::ENOENT)


So obviously the VERSION file is searched and needs to be put on some
sensible place (and the code needs to be patched according to that place
possibly).

Any help would be welcome since my Ruby knowledge is zero.
