Hi Mike,

Sadly, it is working as intended.  The copyright format declares that
the field is "space"-separated[1] and does not even declare a way to
escape spaces.
  The best you can get is "file/with?spaces" (i.e. use "?" as a single
character wildcard) if you want a legal DEP-5 copyright.

If you think the spec is inadequate (I would be inclined to agree),
please bring it up as a bug against debian-policy.
