It's cryptsetup that depends on busybox, not initramfs-tools (which can
happily use klibc-utils).   But initramfs-tools now only works with at
least a certain version of busybox, and cryptsetup doesn't enforce
that.  There is a fix pending which is a versioned Breaks.
