The Debian provided Linux kernels use XZ for its own compression.  You
need at least Xen 4.1.4, 4.2.0 or 4.1.3-7 to load them.  (Or a new
enough pv-grub, from Xen 4.3.0.)

The only compression supported by Xen before the named versions was
GZIP.

There is no bug here in the Debian Linux package itself.
