  Whats the process of requesting a patch to be queued for stable? Will just sending a mail to dave on netdev do it?

Please open a bug.

Also (or instead) please ask David Miller to include this in his stable patch queue which he feeds into stable updates.  That way, all distributions based on Linux 3.x should get it.
