according to aboves message m68k should have an inotify inbetween,
what does CONFIG_INOTIFY of the image tell you?
also does udev run outside of the initramfs:
udevd --daemon
mkdir -p /dev/.udev/db/ /dev/.udev/queue/
udevtrigger
udevsettle || true
