Because nothing needs a new KF version, there are no plans to upload a new 
version. I have rough plans to to a new upload in Dec, but than the version 
that it current at this point.

I don't understand what you try to do. Kate is also part of Release Service 
and this means it can compile with Frameworks >= 5.71. So nothing inside Kate 
should depend on a Frameworks version higher than when the release of 20.08.0 
was released. Or are you talking about master branch of kate?
