Rule is very simple:
- if package is free and depends only on packages in main, it's also main.
- if package is free but depends on packages not in main, it's contrib.
- if package is not free, it's non-free.
- if package is not distributable by Debian (as Sun's Java was recently
considered), it's nowhere...
Details in chapter 2.2 "Categories" of the Debian Policy.
