What we always did. Upload to contrib or non-free. And in cases the
software is not distributable create an installer package and put it
into contrib.
Unfortunately the world of software isnt fixed right now to be all free
software. But we are on a good road. And we as Debian should provide the
software to our users to help them to do what they wanna do. I'm perhaps
a bit pragmatic here.
