apache 1.3+ipv6 packages are up for adoption

Hi guys,
	i simply don't have the time anymore to give love to these
packages. The ipv6 patch needs quite a lot of love to be ported to 1.3.31
due to the large amount of changes in the main apache code (mainly
security fixes).

If you are interested in taking them over please coordinate here in the
mailing list to avoid duplicate effort.

note that only the ipv6 patch needs love. there is no need to get crazy in
packaging stuff. i will take care of them as normal Debian duties.
