The internationalization project (internal encoding to be UTF-8 and
prepare a locale-sensibility wrapper) in the upstream is a bit slow,
though I am partly responsible... (I am writing the wrapper.)
However, you don't need to wait this project to finish because...

I agree that the original Japanization patch is buggy. However,
we have already found a solution for the problem. Sano's patch
(identical patch in Bug#66928 and #71744) is it.
I checked again that the patch solves the problem now. You can use
either -Tlatin1 or -Tascii8.
The remaining problem is the patch to be integrated into the official
Debian package. I think you don't need to upload groff-ru package.
I suggest you to NMU groff with the patch, since you are in hurry.
