As I told you on IRC I wanted this out of the way before leaving for
vacation. Otherwise this issue had been delayed another two weeks (and I
would have forgotten half of the issues involved).

I think Reviewed-by: is a very good idea. It is used largely in many
other projects. The only thing I'm a little afraid of is that since
there are so few people being able to do the reviews, and the little
time they have, many patches will just hang in the mailing list,
non-reviewed. And who should be authorized to be reviewers?
