gnss-sdr version 0.0.9-3 stopped passing the --parallel argument to dh,
which makes the build way longer on the build daemons. It seems has been
dropped due to the switch to debhelper 10, but debian/compat is still at
level 9.

Therefore please enable back parallel building, either by switching to
debhelper 10 or by passing --parallel to dh.
